An SEO agency package is a commercial and operating model for diagnosing, implementing and measuring work. The familiar labels—monthly retainer, fixed project and hybrid—do not reveal quality on their own. Buyers need to inspect the problem being solved, included capacity, implementation authority, acceptance criteria and what happens when priorities change.
Choose the model that fits the uncertainty and duration of the work. Do not choose a package because its activity list is longest.

Define the business problem first

Model 2: Fixed-scope project
A project has defined outputs, acceptance criteria, timeline and price. Examples include a migration plan, technical audit, information architecture, measurement repair or research report.

Define phase gates and the evidence required to enter the recurring phase.
Distinguish capacity from deliverable lists
“Four articles, twenty links and one audit per month” appears concrete but says little about complexity or usefulness. Ask how many hours or role-days are reserved, which roles provide them and what happens when one item requires more work.
Review:

- research, writing and editing;
- subject-matter and data analysis;
- design or development;
- outreach and digital PR;

A senior name on the pitch is not proof that the person will work on the account. Put team allocation in the agreement.
Define implementation authority
Every recommendation needs an owner. The agency may:
- advise only;
- edit the CMS;
- submit repository pull requests;
- work through the client's developers;
- release under change control;
- manage a bounded platform independently.
State environments, access, approval, QA and rollback. Use least-privilege permissions and keep account ownership with the client. Google Search Console supports different owner and user permission levels; assign only what the work needs.
If the client implements, reserve internal capacity and measure the approval-to-release delay. Otherwise the package will produce a queue, not results.
Write acceptance criteria per work type
Technical change
Specify affected templates, expected status or rendered output, canonical and indexing state, test environment, monitoring and rollback.
Content asset
Require distinct search intent, approved evidence, expert review, metadata, internal links, accessibility, production verification and an update owner.
Digital PR asset
Require methodology, rights approval, accurate claims, relevant audience, disclosure and a stable primary source. Do not guarantee editorial links.
Measurement work

Acceptance means verified production behavior, not “file sent.”

A dashboard without decisions is not a complete reporting service.
Include change and stop rules
SEO priorities change as evidence emerges. Define how work is added, removed or exchanged; who approves the change; and whether price or timing changes.

Choose a project for a bounded, testable problem. Choose a retainer for continuous operation with enough recurring implementation and learning. Choose a hybrid when substantial setup should lead into a smaller evidence-led program.
The package label matters less than the contract between problem, capacity, ownership and verification. Buy the operating model that can release useful improvements—not the largest menu of SEO activities.
